Welcome to the SmartBorder ISF User Manual. In this manual we will detail the new Importer Security Filing requirements for ocean/vessel shipments. This manual will also cover how the SmartBorder ISF application is designed to streamline your ISF procedures. Please review the material in this section to become better acquainted with these new CBP requirements. Also referred to as 10+2, Importer Security Filing was initiated with the SAFE Ports Act of 2006. Importers will be required to submit importer security filing data for all vessel imports beginning January 26, 2009.
New Required Data Elements (ISF-10 via ABI)
10 elements required for importers
Manufacturer Name and Address
Seller Name and Address
Buyer Name and Address
Ship to Name and Address
Scheduled Container Stuffing Location
Consolidator name and address
ISF Importer
Consignee identification number (IRS, SSN, Customs-assigned, CBP encrypted ID)
Country of origin where goods were manufactured, produced or grown
Harmonized Tariff Schedule at minimum 6-digit level
2 additional elements for carriers (via AMS)
Vessel Stow Plan (vessel name, operator, container position, etc.)
Container Status Messages (CSM)
Importer Security Filing Information For FROB, T&E, IE (ISF-5 via ABI)
Booking Party Name and Address
Foreign Port of Unlading
Place of Delivery
Ship to Name and Address
Harmonized Tariff Schedule at minimum 6-digit level
